Is it posible to watch two or many fores pairs (eur/usd and usd/cad for ex.) at the same time, and to send an order if both pairs have a certain value ? Ex.: Buy EURO if EUR/USD=x and USD/CAD=y.

Could you tell me if there is a broker that accept both MetaTrader and trading a variable amount ( not only lots or mini-lots) ? Something like MARKETIVA does ( one can trade any amount ), but they don't accept MT yet.

You can trade micro lots at InterbankFX and i think also at Neuimex. And they both have MetaTrader. It's not completely variable but quite a small amount.
