netstat -a -n -o -p will tell you.

Multiple reasons can cause that. You need to be more specific.

Did you add the URL to the list of allowed URLs?

Can you open the site in a browser?

  1. A VPN will not fix a bad connection, you will have a bad VPN.
  2. The terminal works just fine on a VPN, you still don't need to know.
  3. A VPN may fix that, but is nothing about a bad connection.

The browser sometimes can't.

In some countries, such as Iran or the United Arab Emirates, internet connections are monitored using a Deep Packet Inspection system, which greatly slows down your upload and download speed.

Using a VPN (a good one, usually private ones), bypasses such DPI systems, and increase your internet speed, or at least, the speed at which your machine receives and uploads information.

I cannot understand why the people of the world don't Rebell against such practicing.

But EU is on its best way to have such a shield as well soon....
