Development of MetaTrader 4 stopped several years back, and you can currently only download it from brokers that support it.

It is not available from the MetaQuotes website, which instead installs MetaTrader 5.

To install MT4, you have to download it from a broker that still supports it. It is no longer available on the MetaQuotes website where it will just push you into installing MT5 instead.
