I see the testing agent is taking up almost 400gb of drive space why is that? And can this data be deleted?

It is probably Bar and Tick data if you are testing for multiple symbols and/or large date ranges.

Or it can also be due to large log files from excessive log activity.

Yes, it can be deleted, but fix the issue that is causing it, otherwise it will just build up again.
