Because MQL5 VPS don't issue notices. They just do as the wish whenever they want. You can see that from this very experience you have just had.
The solution is either to program your EAs to handle such situations accordingly, or to use 3rd party VPS which you manage yourself, as managed 3rd party VPS services sometimes also fail to issue notice of interventions.
However, even with self-managed VPS services, things can still happen without notice, so programming your EAs to handle restarts is still necessary.

Thank you for your considered reply,
All the comment you made are familiar for me with the VPS providers and trying to work out the EA to handle the restarts.
Unfortunately certain information which resides on the Chart is dynamic and if it restarts it disappears, all I can do is turn off the EA when I restart or before it shuts down and wait until opportune time to turn on to close out.
The VPS with my Broker if it closes down I can turn off when it restarts or before.
MQL5 VPS is pretty savage it completely destroyed everything on the two accounts I was running,
Even dynamic data can be saved and flushed to a file continuously so that the EA can pick up where it left off. It is a question programming all that into the EA. Obviously that requires some good coding skills.
Thank you that information it is good to know that it can be done so the effort will be rewarded.
That is the main and only issue at this time.
Thanks and regards
