Try to write a ToR first, after reading it the programmer will not have any questions and will be able to write your wishes. You do not have to lay out your own grail, write TOR for crossing moving averages. How to determine that the averages have crossed, what to consider when closing the position, so that another one is not opened immediately. And so on...
In general, it does not matter what language to program in.
