Bottom line: Regulation by the Central Bank together with SROs is a civilised mechanism...

At the very least, participants - players/clients, must somewhere verify that the professional participants forex dealers offering services,

really exist and they have enough collateral to fulfil their obligations to clients.

This can only be regulated through accountability and financial discipline.

Look at the wretchedness of VTB forex (which has a license).... What are the conditions there, what are the spreads, what is the leverage.... This is to the question of civility

The exchange does not provide the same leverage. The entry threshold is much higher. Forex traders may try to trade with 100 green roubles or even less.

On the other hand, with a small leverage there is more chance that the capital will stay in the country.
