Let each EA have a function that determines whether that EA can trade or not.

Maybe there are some external variables in this EA, the purpose of which will allow to make selection?

trying to control those who don't care about you.... not the task in the first place... :-)))
 
there's not a 30 millisecond time limit here... the task is flawed, uninteresting, unnecessary...
 
the conclusion is that it is better for a novice professional to start out professionally, rather than bullshitting around...
 
It seems to me that the task is a bit of a misnomer from the outset. And it is practically impossible to solve in any normal way. The only "normal" way (and with problems) is the order opening manager at the master, i.e. all orders are opened in one thread exclusively through the master.
