When, or rather if, you get out of your glorious town somewhere in a decent country, you will immediately see how wrong you have been about, for example, tobacco.
Not banning tobacco, but banning smoking. Smokers are third class people. They are not allowed in restaurants and hotels, government offices and universities, trains, planes, anywhere! Smokers are not allowed, which is the same thing - there are no smokers in restaurants. There are no smoking rooms either. The smoking room at the airport is a glass box, 3x5 metres with no ventilation, where the smokers are literally swimming in their own smoke. It's pretty disgusting.

OK from a purely technical point of view LOC is the same as closing a position, but in some pipsing strategies it allows you to bypass the limit on position holding and the minimum allowable stop level...

We agree. It is a strategy of petty cheating, it has nothing to do with trading. It's a game against DCs, not against the market, it would be strange to expect DCs not to fight against it.

The minimum stop level is wrong - it's too much effort, you can just close the position manually at the minimum profit/loss, and you don't need a lock.

Exactly. The DC, in this case, is a casino. Playing against the casino, you are doomed to lose. Those who often win over time simply stop being allowed into the casino. It's all by the book.
However, there is an option to play against the market, not against the DC. Do you want to use pips? Yes, as much as you like! Go to the exchange, not the casino, refuse those sweet tricks that DTs give, such as instant execution at the old price or a full fill at any time of day, pay full price commission and pipsing at your pleasure - no restrictions.
