i3 is enough, very fast and also economical. Mobile i5 is pretty much the same i3 (2 cores, 4 threads), but with hyperthreading and it also eats a bit more. i7 for a laptop is too much, it has to be on a desktop (top, laptop). Although i7 can also be dual-core.
Battery consumption depends a lot on the screen and its settings.
Soon ultrabooks will be equipped with celerons, for less energy consumption. And they will also be cheaper...
I don't know about the CPU, but it depends on the operating system, I don't know why XP runs out of battery faster than Win7 when watching videos - I have 2 operating systems on my netbook
