That's how almost all laws are made. And they are passed in the same way.
Draft laws are only read by the (semi-literate or "paid") drafters who have been instructed by their bosses to draft or write them. No one else reads them, not even before voting.

This reminds me of an interesting experience that was demonstrated in one of the departments: a steel ball was thrown into a porcelain cup. The ball was bouncing around in it for hours until it was taken out. The whole secret was a piezo element that was placed under the cup, controlled by a special circuit. On the outside it looked like a perpetual motion machine.
