The purpose is different. The purpose is to reduce the trading costs of a conventional (predictive) strategy.
Arbitrage is incomplete here. It does not reach the profit, but it greatly reduces the spread. Most short term strategies lose exactly on the spread. This is a way to put them "on the wing".
