If Roskomnadzor has the ability to influence the share price, I doubt they haven't made a big deal out of it by collapsing the price. I don't believe in their desire to protect any moral values, but to cash in on a collapse is easy.

I systematically get emails from Skrill, they are advertising gambling establishments. Skrill deliberately promotes these "clients".

It's unlikely they started selling the shares themselves, but they might have leaked the information to someone who needed it

Once again, from a legal point of view, all these casinos are perfectly legal. The purpose of ANY commercial structure is to make profit. If Skrill were paid to advertise in letters, why should they refuse to do so? But you can't block a site that has no advertising on it for advertising in emails.

Are we discussing legal issues here? But about 10 years ago, I helped an acquaintance of mine with opening a web casino, namely with company registration, compliance with the laws of the country of registration, obtaining a license for gambling activities, etc., so I know all these issues "from A to Z". I don't know a thing about English, so I helped him out. Although, to be honest, I don't like casinos myself.
