Update your MT4 (I am having build 1350 for example), and compile your tool with updated MetaEditor.
Because I think - "ex4 is too old" means: it was compiled long time ago with old build.
Besides, please note that dll is prohibited on MQL5 VPS (EA or indicator will not work if those tools are using or trying to use any dll incl Windows dll for example).

I’ve rented a VPS for 3 months from MQL5.com but can’t use it.
Reason : Migration of Data from AVA Trades Server to the VPS never works.
Warning: EX4 Datei is too old .
I‚ve now opened an account with ICMarkets and want to transfer the VPS.
Any tipps on how to fix it.
