What do you mean by "operate properly" ? What is in the logs ?
This isn't really a solution, but I'd suggest to move on from MT4, learn Mql5. Because MT4 has very limited support, mostly from the mql5 community (not anymore from Meta Quotes) . So the sooner you move on to the future, the sooner your problems can be fixed.
