Broker Commission rates between pairs

Do brokers set ONE commission for all currency/comodity pairs they trade?
Or can they set different commission for specific pairs too. I am trying to determine why the commission for XAUUSD for a particular broker is large, e.g. $20 per lot.
They usually charge the same commission on all forex instruments, gold is not a forex instrument but a commodity and different rules apply.

Lot sizes for Gold can also vary between brokers so always check the contract size.
