Platform does not respond to the opening of the market

Good morning, As the title suggests, I am asking why when the market opens, for example: 15:30 usa / 9:00 Italy, the platform is unusable until at least 15:40 usa / 9:10 Italy .. I can't open positions ne to close them within those 10 minutes .. why?
