It means that your broker does not allow trading using expert advisers.

If you are using MQL5 VPS so the autotrading is always ON for this VPS.
And because of that - your home Metatrader should autotrading to be disabled.
If it is not related to MQL5 VPS (if you are not using it on this trading account) so - yes, connect to the other broker.
