E-mail notification & trailing stop

I will like to know if MT4/5 can be programmed (EA) to send out an e-mail notification and or SMS when a Moving Average crossover takes place?

SendMail(...)//Email function
SendNotification(...)//Push notification to your mobile device thru MT4-MT5 application
