I think the mobile MT4 has alert functions which you can setup .

Im unaware of any utility that sets up (and manages) S+R custom levels in the mobile phone ,sends them to MT4 ,and then MT4 monitors them and responds with notifications.(you could probably use telegram bots for that and control the system via telegram)

Unless you mean a desktop setup of SR and mobile notifications (you can search using the search function on the right menu)
