Is there anyway to set up the order send function where it can buy or sell in a specified range?

specific range of price ? yes.

you can send the order (with exact/hard prices) when the price is in your acceptable (dynamic?) range
you can send Pending orders , for when price reaches the predetermined price range, you anticipate.
you can specify a Deviation, to (hope to) make sure your order is executed in the range, and not with a price change which lands your open price outside the desired price range.
