User defined Pivot Point indicator for MT 4

Would someone code a user defined pivot point indicator for MT 4 that has the pivot point at 5pm US Eastern Time that has 3 levels above and below the pivot point. My mt4 server time is GMT +2 and my local time is GMT +10
