I have a new windows 10 c0mputer and cannot seem to access the program files for MT4 to install it.

Try to do it this way: open your MT4 terminal and in the main menu select File -> Open Data Folder - it will open an explorer and MT4 folder for this terminal. Then go to MQL4\Indicator and copy indicator file there. Now go back to terminal and refresh indicator's list - now you should see it there.
