The latest builds of MT5 appear to open the door to offline charts, but this is a new feature and as such you may not find many references yet.

Just to be clear: you will most likely need to do (quite a lot) of coding to make them work, unless you can find something that is already working.
so right now its impossible for a regular person to create different timeframe charts on mt5? that only makes mt4 better by far
No, I don't mean that necessarily.
Even "PeriodConverter" in MT4 is a script. It isn't an inbuilt feature of the platform (and it is somewhat limited).
Presumably there will be an equivalent to the PeriodConverter script in MT5 in the not too distant future, if not already.
If that suits your needs it may be simple. But many people find they need more advanced offline charts, and these can take some effort to make.It's not yet available with MT5.
