About flat markets - I would suggest using short MA, for example 5 periods, and trade only if it shows some angle. Or use standart deviation indicator, although this should be adjusted for each pair individually. Or, last choice, just use human eye and stop trading until it breaks out of channel. also, trading only certain hours would help (say london and america opening).
