Unless I am misreading something, the EA you are asking for doesn't even use the Heiken Ashi MA indicator.
If that is the case, and the arrow alert is the same as ASCTrend, then you should look at the topic under ASCTrend that ND has been driving.
In the M30 timeframe, I believe ND is using just that - the ASCTrend, plus a non-lag MA and a few other filters, etc.

There are a few EA's there, but they have a few problems, etc. But certainly better than starting from scratch (I would think...)
If I'm missing something and you actually want to use the Heiken Ashi MA, please describe.
