Right, because of Avira Antivirus. I delete Avira Antivirus, the problem is solved.

I install metatrader from the link at the bottom of this page, not from a broker website.

An other question, because of using a non broker metatrader, how to insert the identity of the broker ?
 
right click on accounts ---> open an account ---> chack the box (i agree...) ---> next ---> click on add new broker ---> write your broker details ---> Enter ---> Cancel ---> go to login ....

Yes, it prevents one of the DLL from being registered . . . apparently.
