You will need an internet based SMS gateway provider like clickatell.com. From there you will need to use wininet.dll and have a script that can make HTTP POST to a url. From here its just simple when conditions are right in your EA it should make a HTTP POST to the gateway provider's API with the details e.g. message, recipients mobile number etc but they charge for the SMS so you'll have to buy an SMS bundle online e.g. 10,000 smses.
