I've been wondering the same thing myself forawhile. Two possibilities that I've run into are:
http://www.mbtrading.com -- click on the "Developers" tab and explore a bit. MbTrading is an ECN broker. If you want to open a real trading account, the best way to go is via TradersChoiceFx, an introducing broker.
http://www.oanda.com - They have an API available, but the access price is fairly expensive (at least to me, your financial situation may be different). You may be able to post something to the online forums offering to barter programming services for the opportunity to use the API access license to develop your own programs.

can't I use my own language and programs to analyze the data ?
I just need a command or subroutine that sends an order from within my program
And a stream that permanently,automatically downloads data and appends it to a file
that can be read by my program.
Is it possible ? Which broker supports it

command in my C-compiler that sends an order ?
