What does "&&" mean?

In the MQL4 Book an EA example is given on page 249 named 'TradingExpert.mq4'.

I have been able to understand it pretty well except for the highlighted section in the picture. What does it mean?

I'm guessing it's a typo or misrepresentation html code of the symbol && (ampersand ampersand) otherwise IMHO does not make any sense & won't compile.
