I'd say they were based on a sound rate for professional software development. Very cheap, in fact. Cloudbreaker's commented before about this sort of thing: https://www.mql5.com/en/forum/118685

EDIT: in fact, let's look at some numbers. A very broad indication (http://www.payscale.com/research/US/Job=Software_Engineer_/_Developer_/_Programmer/Salary) says that the starting salary for software developers in the US is $50,000 per annum. Assuming a 48-week working year, 5 days per week, 8 hours per day, that translates into $25 per hour. But developers don't actually spend anything like 8 x 5 = 40 hours per week writing code; a more realistic figure is half that, making the hourly rate $50, not $25. And that doesn't take into account the employer's extra costs on top of salary, and it doesn't include any premium at all for hiring someone by the hour. And that premium is traditionally substantial.

In other words, $50ph is demonstrably very cheap for professional software development, by US standards at least.
