To program Bill Williams Divergent bar alert

HI,

I needed help of a programmer, who can create Bill William's Divergent bar alert indicator.

The idea is very simple,

1. Bullish Divergent bar:

Conditions to be satisfied:
a. Awesome oscillator spikes color Red (above/below zero is
immaterial)
b. Bar makes a lower low than previous bar and closes in top
half of the range (of current bar)

2. Bearish divergent bar:

Conditions to be satisfied:
a. Awesome oscillator spikes color Green (above/below zero is
immaterial)
b. Bar makes higher high than previous bar and closes in bottom
half of the range (of current bar)

Open of the bar is immaterial, range of the bars is immaterial.

I want this indicator to play sound at the when a divergent bar is formed. The alert indicator should have options of Sound; mail and sms all three.
User should have control to on/off the types of alerts.
