EA & indicator - Based on multiple failed attempt

Hi all programmer,

I need an indicator and EA based on the idea below :

This EA will only buy or sell, on the 4^th attempt,

if the first 3 trade = fail or gain less than x pips.

for example : as attachment,

if x = 10 pips,

first trade =  +8 pips

2nd trade = -5 pips

3rd trade = -5 pips

So EA will sell/buy based on direction of HA smoothed, on candle close @ 4th attempt (after failed 3 times).

So first of all, i need an indicator that show signal on the 4th attempt (after failed for 3times), then from there, i need an EA to execute the order.

All info will be attached. 

Require to work with a responsible and experience programmer, and who can speak well in english. There will be more incoming project from time to time.
