A integration by metatrader / telegram / webpage

We looking for a integration that takes a new position from metatrader (whathever 4 or 5) and send as text (trade signal) to telegram.

Preferably I am looking for a programmer who can integrate mql, telegram, webpage and paypal service.

At each signal shot, the telegram bot must access a previous list of addresses that should receive the signal.
