In need of an MT4 EA that reads from a text file and executes orders

Hello,


I am in need of an MT4 EA that parses a .CSV file and uses data from within to execute trades.


Basically the EA will need to check this CSV every 5 minutes looking for trade entry prices added to this file. 



In example :


"

EURUSD

EP: 1.23000

SL:  1.22500

TP: 1.23600

"


The EA will formulate a trade using information in this general format  it will then verify the current trades open on the trading account ,  IF the same trade is currently open it will ignore it ELSE it will execute based on the text provided.

In terms of programming I would need a config file so I can specify syntax for these trade signals
