Trade off on the slow feed in regards to where the fast feed went

I would like to have a program :)

- It won't run on real mt4, it will run by itself, via using mt4 api. (Because in turkey all the EA/robots are forbidden, so they cannot work in mt4 anymore. With the .api the program will be behaving like real mt4.)

- The simple aim is to listen international well known, reliable, speed signal resources and also the broker funded.. 

When there is a difference on the pair or dax etc. between the broker and the signal resource then it must open trade and close with max. profit.(Because in turkey infrastructure of the brokers are not well build, so most of the time especially on the important days their system freeze.

I want you to create a program for me that will read one slow feed broker and a fast feed broker, and trade off on the slow feed in regards to where the fast feed went!

- I must login to the brokers with username, pass, ip & port number which I enter the EA

- I should login at least 5 brokers to trade or to listen. I will choose which one be listened, and the others to trade

- Sound alert when close the trade

- only one trade in one account

- option to set lot size for trading on each account

- only trade when there is profit chance; for instance if there is difference between the lowest and the speed, but the difference is not higher than the spread, then there is no sense to trade

You know the tricks much better than me, you can make the best if I forget something important

Please remember I don't want to ex4 file, I dont install ex4 in mt4 because of automatic trading is forbidden and if we use EA in mt4, the broker does not allow to trade.

As I said in Turkey, EAs are forbidden, if I install the EA in mt4 how can I trade ? To solve this problem, you make a program which behave as mt4, wtih the program I enter to the broker system. You can use mt4 api etc. I guess ?
