License System with Remote Control

Hello,

I would like to know if it's possible to have a licence system that can be Remote controlled. I would like to secure multiple program's with the same license system.

Once a user execute the program it's locked to it's account number and broker. So that must be stored on a webserver. Every time the program must acces the license system and check if it's still matching.

When users download the program it is allowed to be activated 5 times. 

Is there a way to make this i would like to know. If someone can do it. Price is for discussion!
