Fix A Few Bugs In EA

This is a sort of martingale kind of EA with ~2700 lines of code.

1) Baskets lose count of trades when stoploss is hit
     - eg if max trades is set at 3, when 3 trades are open and first trade hits its stoploss a fourth trade is opened.
This shouldn't happen as it keeps repeating i.e. a fifth, sixth, seventh etc etc trade is opened and keeps multiplying up the lot size.
Max trades should be for that whole basket, not just currently open trades.

2) With an FXCM account I still get trades being placed with no TP or SL as the modifyorder fails due to multiple attempts overlapping.
fyi FXCM price feed sends approximately 4 times as many ticks as other brokers and I am running VPS on a multi core processor.
There needs to be tighter control in the code to ensure trade commands are only sent once as multiple ticks could be processed by separate cores.
MT4 doesn't wait for one tick to finish processing before starting the next, it runs as multithread. Suggest using global variables to ensure trade commands
are sent one at a time, ideally with time gap between to cover execution delay.
And code should check for any missing TP or SLs and add them, or close trades if they are already hit.
