EA to send me email notification when SMA3 and SMA10 cross

Hello,  I am needing an EA developed with comments.  I am using this for 2 purposes, to provide me with notifications as well as help me learn how to program in MQL4.  In my charts I used a Moving Average of 3 days and 10 days and would like to know when they cross on chart time frame (use mainly on m15)  I have attached an image of the chart to show what I am looking for.  The circle shows the crossing, and the arrow shows the candle the crossing would have appeared on.  This is the candle that the alert would be sent on.

EA Description:

If Moving Average 10 Day and 3 Day Cross on Timeframe

    Check Direction of 3 Day with direction of current candle,

    if same direction half way time wise into candle,

       send email notification and alert of possible trade for the currency pair in direction of candle/3 Day Moving Average

    At end of candle if Candle and 3 Day moving average were going in same direction

         take trade for X amount

In 15 minutes close trade (this is for my demo account practice).

Also if possible can it check multiple assets and send all notifications in one email?  If this would be a lot of extra work lets not do it.
