EA required that transfers orders from .csv file into MT4

i need simple EA, that:
1. reads file called decisions.csv (placed in Files folder)
2. checks if current date = date specified in decisions.csv file
3. if date matches date of now, then it places trades based on information in decisions file.
4.  it then goes to sleep until next time (defined by input).

5. it should be able trade not only trade pairs but also Stock CDFs like: AAPL, KO, TSLA also coins like BTCUSD, SOLUSD etc.

the format of .csv file (1 column oly) below and attached.

Remarks: trade comment like "Normal volatility" may be in .csv file or may be empty comment.

Trade lines maybe empty or maybe 5 or 10 of them - that is dynamic, so EA needs to find all the trade lines decision lines and send all the trades it finds

Obviously all regular error handling features has to be in place (like retry 3 retries, error messages printout), understands JPY pairs and stock CDF's or Coin CDF's like BTCUSD.
