Indicator level broken

I need a very simple indicator. Runs on ticks. 

Checks the 2 level of the attached indicator. 

Indicator in BUY condition checks if candle has the Lowest point  <=  than level 1  AND close point is >= level 1

OR  Lowest point  <=  than level  2  AND close point is >= level 2

Indicator in Sell condition checks if candle has the Highest point  >=  than level 1  AND close point is <= level 1

OR  Highest point  >=  than level  2  AND close point is <= level 2

For checking the levels indicator should compare the running candle values to the previous candle level(no point on running candle).

Filter in Buy: Stoch oscillator should be < 80 (no overbought) 

Filter in Sell: Stoch oscillator should be >20 (no oversold)
