Getting 403 Error when trying to install paid EA

I am getting a 403 error anytime I am trying to install an EA I have purchased. I also got financial operations are limited and I have no idea why? Anyone know why? Broker is positive it is not them.

This is about error 403 (and how to fix it by yourself):
I read all this but this only happen when I tried to purchase the VPS through Mql5. Very strange. I had previously purchased a VPS like a week ago from Accuwebhosting but the service was so bad I cancelled it. It wasn't active for more than a day. I contacted support with mql5 but it takes forever!
