Lorentzos Roussos: If there is a library on another programming language and you port it to mqh can it be uploaded to the code base and attributed , link out to the creator for the other language ? (because he/she built it) ?

As long as the original code is open source and with licensing that grants permission for the creation of derived works, then there should be no problem.
Besides linking to the original, you will probably also need to cite the license if that is one of the conditions of the original license.
