the developer's excuse when the EA doesn't work

I did do an expert here, but it does not work, the developer wants the money the same says that the indicator repaints. Which indicator does not repaint? I asked, but he doesn't answer me.
Where did you have your expert coded?
In Freelance?
If so then you do not have to complete the job until you are satisfied.
As for repainting, most indicators do not repaint on any closed bars.
If your indicator does repaint on closed bars, then there is nothing that a developer can do about that. An EA can only work with signals that are there at the time. If a signal is painted on a closed bar, then the EA can't really take that into account unless it is in the job description to do so. For example fractals, the EA would be coded to look back for the newly painted fractal.
In my opinion, it is your responsibility to make the developer aware if the indicator does repaint on closed bars.
