The electors who represent the states have to cast their votes for the new president on 19 December. They are supposed to vote the way their state voted, but in light of the old lady's ongoing struggle for power (there was a lot of money thrown into the ads) these electors might do otherwise. In many states, voting is by secret ballot. The final result will be after about 23.00 Moscow time. Personally, I expect strong volatility this afternoon and into tomorrow morning.
