Why Mql5 don't remove the developers who don't do what client ask for and make client waiting

I recently came across one developer name Nicole Wagner

can you do he just send you the screenshot of the fake reviews which I don’t know how you get and when you give him the job he will keep you waiting to accept the job and when he’s giving you the files or indicator it is not as what you expected from the developer and he keep on giving you silly excuses and then asks for the administrator for close of job without doing anything I think administrator should take action against this kind of developer please and it’s not

For the first time with this developer I have got this similar experience with same developer 

twice 

Before giving him a job I have gave him the indicator that this indicator to be modified and now he’s saying that there is a problem in the indicator so the modification is not possible what you are wanting so he should first see me that indicated is wrong and he should not accept my job also but he accepted and now he’s saying that It’s From your indicator  a problem so it’s not working what is your requirement
