Yes!

  1. You start by learning the MQL language, thoroughly! Please note however, that this takes quite a bit of effort and time!
  2. Once you are able to code in it proficiently, you will be able to translate the TradingView code (Pine Script) into MQL. That is, if you are already proficient in the Pine Script too.
  3. Alternatively, you can hire a coder to do it for you. This is quicker, but costs money!

MT4: Learn to code it.
MT5: Begin learning to code it.

If you don't learn MQL4/5, there is no common language for us to communicate. If we tell you what you need, you can't code it. If we give you the code, you don't know how to integrate it into your code.
