Can Push Notification Slow Down in case of Overall Usage Increase ?

I am not sure, if push notification requires the intermediate server (for example, with static IP address) to receive the message from our computer and to resend the message to our phone.
My question is if this push notification can be slow down just like a website can slow down due to high incoming traffics ?
For example, in busy trading hours, can it be slow down due to other users usage ?
Or is it not affected by other users at all (for example, it is purely communicating between our computer and our phone without involving anything else) ?
Also Is there anyone observed the speed reduction in push notification from time to time ?
