Running with a Custom Configuration File

Hello,

I am new on MT5 and I am beginner programmer, on top of that I can't speak good English language p;

Anyway, I am looking for someone to learn me how to create a configuration file and how I can use it, I googled it and understand the configuration file
is a Python codes for customize your platform with specific options, settings, files, indicators, etc. 
But I need know how I can create Configuration files and how I can use it step by step or in video and pictures.
