You must need to check a broker regulation this is a basic  an ordinary island Lic is not a funds guarantee because they only required 10k trades to get Lic. 

Your question is a correct some big brokers have limit of minim funds like starting 25k USD etc because some brokers also banks or LP. 

B‌rokers who started a new business or few years history  they offering  to start account just with 100 usd and they offering big leverage and bonus  it clearly sign peoples loose with in days so like this brokers catching small funds and in real counting  they earning big. Everybody knows without leverage 2000 USD is a starting balance even for micro lot.
